Follow these steps to configure a proxy in Safari:
Step 1: Open Safari Settings

Click the three-dot menu in the top-right corner of Safari.

Select Settings from the dropdown menu.
Step 2: Access System Proxy Settings

Scroll down and click on System in the left sidebar.

Click Open your computer’s proxy settings.
